If that doesn't work - I'd also look into reinstalling your gpu drivers and/or audio drivers. bat again and scrollback to look at the lines to see if access denied/can't find file. If it does not - either some were open/unable to move, or simply didn't exist.
When it is done moving files - it should open 2 copies of windows explorer to 2 specific folders - and ideally (correctly) - it should have 90 files in each. bat file I wrote from this link - it will move the files to backup folders for you - make sure to exit steam, rightclick the. Even this has no guarantee due to potential issues on the pc. I would 'try' this - as reinstalling directx does not always guarantee that the files were all correctly installed or replaced.
